The Gateway Development Commission (GDC) is committed to working together with the communities where construction is taking place to minimize the impacts of construction. In line with this commitment, GDC established the Hudson Tunnel Project Noise Abatement Program (“Program”).  

The initiative offers upfront payments to the owners of eligible properties in North Bergen and Weehawken for:  

  • Replacing existing windows with noise-reducing windows.
  • Installing air conditioning units, if necessary, to allow windows to remain closed.
  • Replacing existing sliding doors with noise-reducing alternatives.

These one-time payments are intended to cover costs for materials, labor, delivery, standard installation, and applicable sales taxes directly related to the work.

Eligibility

Only the owners of residential properties located within the impact zones specified in the Final Environmental Impact Statement Record of Decision (FEIS/ROD) are eligible to receive funding through this Program. Please speak with your landlord about the Program if you are a tenant at an eligible property.

Check the “Eligible Property Addresses” below to see if your property qualifies. GDC is also sending information packets directly to eligible property owners. If you believe your property is eligible but have not received a packet, please contact us at noiseabatement@gatewayprogram.org.

Application Process

  • Eligible property owners will receive an information package in the mail from GDC, which will include details about the application process and next steps
  • Applications will be reviewed on a rolling basis, allowing for continuous assessment and processing as they are received
  • GDC aims to ensure timely responses and support for all eligible homeowners throughout the Program’s duration
