The Gateway Program will have significant economic benefits for the New York/New Jersey region and the nation. Gateway Development Commission (GDC) is committed to making sure that these economic benefits are distributed equitably and that the opportunities the Hudson Tunnel Project (HTP) creates are accessible to everyone.
In line with this commitment, the Commission has set goals for Disadvantaged Business Enterprise (DBE) participation and created a plan to achieve those goals. For federal fiscal years 2024 – 2026, GDC’s goal is 20.07% DBE participation. This goal applies to Federal Transportation Administration (FTA)-assisted contracts solicited and awarded from October 1, 2023, to September 30, 2026. GDC will implement it utilizing a combination of race-neutral and race-conscious measures.
